The first test that we can make and to discard. That it is a communication error is to disable the Windows firewall. For this, we open control panel. We go to the following route: Control Panel\System and Security\Windows Defender Firewall and in the option “Turn Windows Defender Firewall On or Off ” we can disable it.
After disabling it we can check again, and we can verify that the Access control panels already have connection. With the server as shown in the following image.
